Whenever you buy a vehicle, you are required to register the vehicle with the local RTO office according to the Motor Vehicles Act, 1988. The vehicle registration process is mandatory before you drive the vehicle on the road. You need to produce the valid documents to the RTO office that will be verified and your vehicle would be given a registration number. You will get a registration certificate or RC that will contain all the RTO vehicle information.

After you submit the above documents, you will receive your vehicle registration certificate within a period of 7 days.
If a motor vehicle is registered in one state and then moved to another state then you will need to re-register the vehicle. The documents required for this re-registration process are almost the same as required for the registration. Along with the necessary documents you also need a NOC from the vehicle financier and the original registration certificate of the vehicle. Once you submit the documents and the application fee, the re-registration will be completed within a period of 15 days.

The full form of RTO is Regional Transport Office, which is a government owned organisation that deals with vehicle and driving licence related management.
The main role of the RTO is to set some rules and regulations based on the motor vehicles act of 1988 in accordance with the Central and State Government. Other important roles are the registration of all vehicles, inspecting motor insurance, issuing or renewing of driving licence, pollution certificate and so on.
According to the Motor Vehicles Act, 1988, any new vehicle bought should be registered with the local RTO office and only then it will be allowed to be driven on the road.
All the States and Union Territories in India have different RTO codes for easy identification. For example, the state of Maharashtra has the RTO code MH that reflects on the number plate of the vehicle so that you know the vehicle is registered in Maharashtra. This makes the RTO number check easy.
The RTO officer carries many important responsibilities including checking for motor insurance and granting certificates of fitness to transport vehicles.
RTO form 28 is required to obtain a No Objection Certificate or NOC From the registering authority.
