The Madhya Pradesh Transport department is the one that handles all transport-related issues and requirements. Like every other state, the RTO supervises the rules enforced under Section 213 of the Motor Vehicles Act 1988 in Madhya Pradesh (MP). It also ensures the enforcement of the Motor Vehicles Taxation Act, 1924 (Amended 1993) and Rules and Tax collection.

Functions of Madhya Pradesh RTO

The primary functions of the Madhya Pradesh Transport Department are:

  • Vehicle Registration: The RTO issues Registration Certificate (RC), duplicate RC, change of address on RC, ownership transfer, purchase agreement termination and endorsement of hire purchase agreement under the transport vehicle registration.
  • Issuance and Appointment of Driving Licence (DL): State RTO provides the driving licence apart from learners' licence, new DL, Duplicate DL, permanent DL, and any endorsements.
  • Vehicle permit: MP RTO’s duty includes issuing permits to all vehicles (individual/ mass), public vehicles, commercial vehicles for goods and taxis.
  • Conductor Permits: The state RTO also provides permits to conductors.
  • Online tax payment: The RTO also deals with collecting online tax payments.
  • Dealer Point Enrollment System: Dealers can register vehicles online through the MP RTO portal.
  • Online Fitness/ No objection Certificate (NOC): MP RTO is responsible for issuing fresh Fitness/ NOC, renewal and duplicate of Fitness/ NOC for the vehicles.

Note: RTO Codes MP-23,24,25,26,27,29 have now been moved to CG - 04, 07, 17, 10, 15 and 08. Thus, they are no longer operational.

How to Get Motor Insurance in Madhya Pradesh?

How RTO Impacts Your Vehicle Insurance Premium in Madhya Pradesh?

Depending on the vehicle and risks associated, places across the state are divided into ‘insurance zones’ by insurance companies. First-tier cities offer a higher amount because of risk factors, thefts, and vandalism. In contrast, your motor insurance premium will be comparatively lower in the second and third-tier cities in Madhya Pradesh, where the risks are also relatively lower.

Types of Vehicle Registration in Madhya Pradesh (MP) RTO

There are two types of vehicle registration in Madhya Pradesh as follows:

  • Permanent registration: For your vehicle to run on the roads of Madhya Pradesh, you should have a permanent registration for your vehicle- two-wheeler and car.
  • Temporary: If you are moving out of one state to another, getting your vehicle temporarily registered is recommended, valid for one month. After that, you should get permanent registration.

Vehicle Ownership in Madhya Pradesh (MP) RTO

  • Normal transfer: For a normal transfer, the transferor has to report the change in ownership to the MP RTO.
  • Death: Here, the possession's successor can use the vehicle for three months, in the view that the asset has already been transferred to them.
  • Vehicle bought at a public auction: If the vehicle is purchased at a public auction held by the State or Central Government, you must register the vehicle under your name within 30 days of purchase.

Renewal of Registration in Madhya Pradesh (MP) RTO

For the Certificate of Registration renewal at Madhya Pradesh (MP) RTO, you have to fill the application form 25, 60 days before the date of expiry. You would need the following documents:

  • R.C. Book
  • Vehicle Insurance
  • Pollution Under Control certificate

Duplicate R.C. in Madhya Pradesh (MP) RTO

For issuing duplicate Certificate of Registration at Madhya Pradesh RTO, Form 26 shall be used. The fee would be paid according to Rule 81 of the Central Motor Vehicle Rules, 1989, to the MP RTO’s Registration Authority. You should have the following requirements:

  • Police Certificate
  • Pollution Under Control Certificate
