The sole objective of Assam RTO is to ensure that all the statutory compliances of the Motor Vehicles Act, 1988 are fulfilled. Until the end of 1950, the Transport Department was under the supervision and authority of the Government of Assam's Home Department. It was then renamed "Transport Department, Government of Assam" in 1951. Assam RTO is working to enforce traffic rules such as promoting road safety measures and controlling pollution caused by vehicles. Apart from this, RTO Office is set to provide relief to road accident victims. It is also responsible for the issuance of permits and collecting road taxes.

Functions of Assam Transport Department 

The different functions performed by the Assam RTO office are:

  • Driving Licence: The Assam RTO office issues and renews driving licences, and also issue international driving permits.
  • Conductor Licence: Apart from driving licences and their renewal, it also focuses on issuing a conductor's licence.
  • Registration of Motor Vehicle: Assam (AS) RTO also provides the registration of motor vehicles.
  • Fitness/NOC: A fitness or NOC is a certificate issued by the government that officiates a vehicle to fit to drive on the roads.
  • Online Permits Application and Objection System for Vehicles: Assam RTO website receives online applications for permits and also assists with an objection system for a vehicle on Assam RTO Online services.

How to Get Motor Insurance in Assam (AS)?

As per the Motor Vehicles Act of 1988, it is mandatory to obtain third-party insurance. Hence it is illegal to drive a vehicle on the roads without motor vehicle insurance. There are mainly two types of insurance policy which an individual can choose from namely:

  • Comprehensive
  • Third-Party

How to Get Car Insurance in Assam?

There are many car insurance companies providing car insurance, and to choose the appropriate insurance policy, you can go for online as well as offline procedures. You can compare among various car insurance premium rates, after insurance assistance, add-on cover, and other features, by following the given steps:

  1. Get in touch with your car insurance provider and fill the form
  2. Choose the preferred plan and provide all the details
  3. Submit the documents and pay the premium for the car insurance
  4. Collect the information via email or in person

How to Get Two-Wheeler Insurance in Assam?

The premium rates also depend upon the two-wheeler’s type and model. Two-wheeler insurance in Assam can also be obtained either online or offline by following the similar procedure mentioned above.

How does RTO Impact Your Vehicle Insurance Premium in Assam?

The RTOs affect the Vehicle Insurance Premium rates because of the risk associated and the locations of vehicles. In the same way, AS RTO will also affect your two-wheeler insurance premium. Insurance companies divide the country into Insurance Zones depending upon vehicle registration location and risks associated with a particular vehicle. Tier 1 cities pay higher insurance premiums as compared to Tier 2 and Tier 3 cities because of the population percentage.

How to Get Vehicle Registration in Assam?

As per the MVA, 1988, it is mandatory to get a vehicle registered at the respective RTO. However, in case you transfer a vehicle from another state to Assam, you have to get it registered with the AS RTO Office. Assam Vehicle registration details are mandatory to get a vehicle registered.

Vehicle Registration Type in Assam RTO

You can get your vehicle registered at Assam RTO online. There are two following types of registration in the Assam RTO:

  • Temporary: It is a limited period registration under which you have to approach an authorised vehicle dealer. The dealer will provide a temporary registration number for your vehicle. The validity of the number can be extended by following the necessary statutory requirements.
  • Permanent: Before the expiration of temporary registration, you need to get a permanent registration from the Assam RTO office. It can be done by filling out either an online or offline application.

Ownership Transfer in Assam RTO

Ownership can also be transferred with AS RTO in the following three scenarios:

  • Normal transfer: Under this, the transferor has to report the changes in ownership to the RTO under which both transferor and transferee reside.
  • Death: The successor can use the vehicle only for up to 3 months. However, within these 3 months, Application form 31, legal heir certificate, and affidavit will also be required.
  • Vehicle bought in Public Auction: Registration should be made within 30 days of possession with Application form 32 and certificate or order copy signed by the person who authorised to conduct the public auction.

Renewal of Registration in Assam RTO

You need to file Form 25 at Assam RTO in case of the expiry of RC within 60 days. The following documents will be required along with Form 25:

  • Old RC
  • Insurance certificate
  • Road tax (up-to-date) payment proof 
  • Pollution under control certificate
  • Competent Authority will inspect the vehicle before the DTO

Duplicate R.C. in Assam RTO

For obtaining a duplicate RC for your vehicle, you need to apply Form 26 with the appropriate fees mentioned under Rule 81 of the Central Motor Vehicles Rules, 1989. The following documents are also required:

  • Copy of pollution under control certificate
  • Copy of valid F.I.R.
  • Copy of Insurance Certificate
