The Arunachal Pradesh Transport Department is governed by the provisions of Section 213 of the Motor Vehicles Act 1988 in the state of Arunachal Pradesh (AR). The main objective of Arunachal Pradesh RTO is to promote road safety, provide relief to the victims of road accidents, and control pollution emanating from vehicles. AR RTO administers the road safety regulations through Central Motor Vehicles (Amendment) Rules, 2007 and Department of Transport (Motor Vehicles Maintenance Department) – Service Rules.

The Head of the Arunachal Pradesh Transport Department is known as the Commissioner of Transport. The Transport Department enforces the provisions of the Motor Vehicles Act, 1988, in the state, through the various Regional Transport Offices (RTOs) in Arunachal Pradesh.

Functions of Arunachal Pradesh Transport Department

The different functions performed by the Arunachal Pradesh Transport Department are:

  • Driving License: Issuance of different licenses such as permanent, learner's, renewal, duplication, international driving permit, etc.
  • Registration of Motor Vehicle: The department provides registration certificates to transport and non-transport vehicles, permanent and temporary registrations, issues fancy registration numbers, change the address of registration certificate of the vehicles, etc.
  • Fitness/NOC: On submission of requisite documents, the department carries out tasks such as the issue of fitness certificates and renewal of the same.
  • Online Permits: The department also issues online permits for various commercial vehicles.
  • Other Functions: Keeping pollution under check, taking care of the safety of the network of roads and enforcing and implementing the provisions of the Motor Vehicles Act.

How to Get Motor Insurance in Arunachal Pradesh (AR)?

As per the Motor Vehicles Act of 1988, every vehicle owner must get their vehicle insured before driving it. The primary types of car insurance to choose from are comprehensive car insurance and third-party car insurance. 

How to get Car Insurance in Arunachal Pradesh?

For purchasing car insurance in Arunachal Pradesh, you may opt for online or offline processes comprising varying insurance providers, insurance premiums and other features for you to compare. A Car Insurance in Arunachal Pradesh may be availed both online and offline by following the given steps:

  1. Contact a car insurance provider by visiting their designated office or website.
  2. Fill the details required as per the application form.

  6. Collect the details via email or in person.

How to get Two-Wheeler Insurance in Arunachal Pradesh?

In India, third-party two-wheeler insurance is mandatory. You may begin by looking for the various insurance provider options in your city while considering third-party coverage, personal accident cover, no claim bonus, policy terms, claim settlement ratio, and garage network when buying insurance. The premium for your insurance will depend on the two-wheeler's make, type, and model. How does RTO Impact your Vehicle Insurance Premium in Arunachal Pradesh?

The AR RTO, where your car or two-wheeler has been registered, influences the vehicle insurance premium you pay. For example, vehicles registered in metro cities need to pay a higher premium because of the increased risk of theft, accidents, vandalism, etc. In contrast, your vehicle insurance premium would be relatively lower if your vehicle is registered in a two-tier or three-tier city with a lower population in Arunachal Pradesh.

How to Get Vehicle Registration in Arunachal Pradesh?

As per the Motor Vehicles Act 1988, if you buy a new vehicle or transfer a vehicle from another state, you must register the vehicle at the appropriate AR RTO office. The dealers may also apply for registration on behalf of the vehicle owner. 

Vehicle Registration Type in Arunachal Pradesh RTO

  • Temporary: Under Sec.43 of the Central Motor Vehicles Act, Temporary registration is issued for a limited period of 30 days, as per the Central Motor Vehicle Rules, 1989. You may also apply for an extension of temporary registration within 30 days, specifying the period up to which the extension is required. Permanent registration is mandatory under Sec.39 of the Central Motor Vehicles Act.
  • Permanent: For permanent registration, you need to complete the application process within seven days from the date of delivery of your vehicle, and the same Form 20 can be used for the procedure.

Ownership Transfer in Arunachal Pradesh RTO

Under AR RTO, you may apply for ownership transfer under three scenarios. 

  1. In case of death, the successor can use the vehicle for three months as if the vehicle has already been transferred to the successor after informing the authorities. However, the successor must get the vehicle assigned in one’s own name within this three-month period.
  2. In the case of a normal transfer, the transferer and the transferee have to inform the authorities about the transfer.
  3. If the vehicle has been bought at an auction, the owner must inform the authorities within 30 days of taking possession.

Renewal of Registration in Arunachal Pradesh RTO

To renew your Certificate of Registration at Arunachal Pradesh RTO, the application shall be made in Form 25. The fee for registration renewal is to be paid to the Registration Authority at AR RTO, as per Central Motor Vehicle Rules 1989. You need to provide the following documents at the time of renewal:

  • Registration certificate
  • Pollution Under Control Certificate
  • Valid tax token
  • Insurance certificate

Duplicate R.C. in Arunachal Pradesh RTO

For issuance of a duplicate Certificate of Registration at Arunachal Pradesh RTO, the application shall be made in Form 26. The requisite fee shall be paid as per Central Motor Vehicle Rules, 1989, to the Registration Authority at AR RTO. You should have the following requirements:

  • Police Certificate
  • Pollution Under Control Certificate
  • Valid Tax Token
  • Insurance certificate
  • No objection certificate from financier
  • Tax payment details of last four quarters
