The Andhra Pradesh Transport Department runs under the Provisions of the Motor Vehicle Act, 1988, Section 213. The department's primary focus is enforcement of provisions of the Andhra Pradesh Motor Vehicles Taxation Act, 1963, the Motor Vehicle Act, 1988, and all the rules and regulations framed there under. 

Some of the chief functions that fall under the purview of the transport department are ensuring compliance to regulations set forth by government authorities, issuing driving licenses, issuing Certificate of Fitness to vehicles, registering transport vehicles, granting permits, and collecting taxes and other required fees, among others.

Functions of Andhra Pradesh Transport Department

The different functions performed by the Andhra Pradesh RTO office are:

Driving License: Issuance of different licenses such as learner's, permanent, renewal, duplication, additions of class, and international driving permit.

Registration of Motor Vehicle: The department provides several registration documents and certificates like Trade Certificate, temporary or permanent registration, renewal, duplicate, HP Endorsement, and HP Termination. They can also help you with updates like ownership transfer, address change, and reassignment.

Fitness/NOC: You will be issued a no-objection certificate provided you submit required documents with the application like Certificate of Registration, Insurance, Pollution Under Control, and proof of payment for the Motor Vehicle tax.

Online Permits Application and Objection System for vehicles: There are different types of permits the department issues depending on the type of vehicles like contract carriage, autorickshaw, motor cab, luxury cab, and bus. The different types of permits issued are temporary, pucca, renewal, duplicate, transfer, vehicle replacement, and CNG and LPG retro fitment, among others.

On the other hand, comprehensive car insurance offers coverage to the insured vehicle in the event of theft, vandalism, accident, natural and manmade disasters. In addition, the owner-driver of the car is also covered with a personal accident cover. 

How to Get Two Wheeler Insurance in Andhra Pradesh? 

In India, third-party two-wheeler insurance is mandatory; it covers both bikes and scooters. But rather than choosing the cheapest plan, consider the various coverage features offered. You can start by looking for the best insurance providers in your city. 

Look into features such as third-party coverage, personal accident cover, no claim bonus, policy terms, claim settlement ratio, and garage network when buying two-wheeler insurance. The premium for your insurance will depend on the two-wheeler's make, type, and model.

How does RTO Impact Your Vehicle Insurance Premium in Andhra Pradesh?

The AP RTO, where your car or two-wheeler has been registered, affects the vehicle insurance premium you pay. Depending on the risks associated with the vehicle, locations across the country are divided into 'Insurance Zones' by the insurance providers.

For example, vehicles registered in metro cities have to pay a higher premium owing to the increased risk of accidents, theft, and vandalism. On the other hand, your vehicle insurance premium will be comparatively lower if your vehicle is registered in a two or three-tier city with a low population.

How to Get Vehicle Registration in Andhra Pradesh?

As per the Motor Vehicles Act 1988, you must compulsorily register your vehicle with the concerned authorities. If you buy a new car or transfer a car from another state, you must register the car at the appropriate AP RTO office. 

Vehicle Registration Type 

The two main types of vehicle registration available in Andhra Pradesh are:

  • Temporary
  • Permanent

Temporary registration is issued for a limited period, the application for which can be made through Form 20 of the Central Motor Vehicle Rules, 1989. You can also apply for an extension of temporary registration, specifying the period up to which extension is required. 

You need to complete the permanent registration application process within seven days from the date of delivery of your automotive. The same Form 20 can be used for the procedure. 

Ownership Transfer 

One can apply for ownership transfer under three scenarios:

  • Normal
  • Death
  • Auction

In the case of a normal transfer, the transferor has to report the change in ownership to the AP RTO in which both the transferor and transferee reside or have a place of business. 

Suppose the owner of the vehicle passes away. In that case, the possession's successor can use the vehicle for three months as if the asset has already been transferred to them after informing the authorities. However, the successor has to get the vehicle assigned to their name within these three months. 

If you buy a vehicle at a public auction conducted on behalf of the State or Central Government, you must register the car under your name within 30 days of taking possession. 

Other activities such as renewal or duplicate Certificate of Registration, fresh RC, and number reservation are carried out by the Andhra Pradesh RTO.
