The Regional Transport Office, vested with immense powers under the Motor Vehicles Act, 1988 and the Motor Vehicle Rules, is responsible for promoting road safety, providing relief to the victims of road accidents, and controlling pollution from vehicles. This page seeks to discuss the functions of these RTOs along with insurance for vehicles in the state of Nagaland.

Functions of Nagaland Regional Transport Department

The Nagaland RTO Offices have to fulfil the following functions and duties - 

  • Registration of Motor Vehicle:

The Nagaland RTO office is the authority that is concerned with the matters concerning ownership, temporary and permanent registration, endorsement, alteration etc. of a vehicle.

  • Driving Licence and Conductor Licence:

The Nagaland RTO is entrusted with the responsibility of issuing learner’s licence, driving licence, international driving licence permit etc. They are also to effect any changes, modifications, renewals etc. to these very same licences. Additionally, the RTO is tasked with the responsibility of issuing, renewing, issuing duplicate and changing addresses in the conductor licence.

  • Fitness Certificate/ NOC:

The Nagaland RTO office is to issue the fitness certificate, check the status of the Pollution Under Control certificate, provide for a temporary fitness certificate, and revoke the CFX.

  • Online Permits Application and Objection System for vehicles:

The Nagaland RTO is responsible for issuing contract carriage permits for taxis, auto-rickshaws, taxis, other cabs etc. through its Nagaland RTO website.

How to Get Motor Insurance in Nagaland?

The law mandates that vehicle owners are to purchase third-party liability motor insurance under the Motor Vehicles Act. However, the owners of two-wheelers and four-wheelers have the option of purchasing their own damages insurance and comprehensive insurance also. There is a distinction to be made between private vehicles and commercial vehicles in terms of different insurances for them.

How to Get Car Insurance in Nagaland?

  • The car insurance policy can be brought online through intermediary sites or by directly purchasing it from the insurance service provider.
  • Details of the city, the RTO zone and details regarding the vehicle such as manufacturer, model, variant, year of manufacture etc. are to be provided to the insurer prior to purchasing the policy.
  • An appropriate policy along with add-on covers are chosen by the vehicle owner after which the premium payment is to be made to the insurer.
  • Once all the formalities are complete, the vehicle owner will receive the policy document at his or her registered email id.
  • The Vehicle owner has the option of purchasing a third party insurance cover, an Own Damages cover and a Comprehensive insurance cover. A comprehensive insurance cover is a combination of the mandatory third party liability cover and the own damages cover.

How to Get Two Wheeler Insurance in Nagaland?

  • A sound financial protection, coverage for accidental injuries, roadside assistance, wide coverage for different types of two wheelers such as scooter, motorcycle, and moped are the benefits of purchasing a two wheeler insurance policy in Nagaland.
  • These insurance policies can be obtained online through intermediary websites or through the insurance provider’s site.
  • An application form must be filled in and documents are to be submitted alongside such as Registration Certificate, identity document, tax receipts, Address Proof etc.
  • The owner of the vehicle has the option of comparing various plans online and then opting for a bike insurance plan.

How the RTO Impacts your Vehicle Insurance Premium in Nagaland?

While calculating the insurance premium the following factors must be accounted for – the age of the vehicle, Engine Cubic Capacity of the vehicle, the Insured Declared Value (IDV) of the vehicle, and zone of registration or the RTO under which it is registered. It is important to note that the RTO has a significant impact on the motor/vehicle insurance premium to be paid to the insurer.

How to Get Vehicle Registration in Nagaland?

Vehicle registration in Nagaland can be temporary registration or permanent registration.

  1. Permanent registration – The application form can be downloaded on the Nagaland RTO’s official website or can be directly taken from the Nagaland RTO office. The application form must be filled and documents such as Temporary RC, Pollution under Control Certificate Customs Clearance Certificate (in case of imported vehicle), Tax Clearance Certificate, Sales Certificate, Road Worthiness Certification, Attested Copy of Proof of Certificate, Aadhar, Insurance Certificate, etc. must be submitted alongside. The requisite fees are also to be paid at the time of submission of the application form.
  2. Temporary registration – process is similar to the permanent registration process.
  • The registration may be renewed by providing the following documents to the Nagaland RTO office – Form 25 application, valid tax receipts, Registration Certificate, valid Insurance Certificate, Pollution under Control Certificate etc. Renewal fees are to be paid alongside too.
  • The owner also has the option of getting a duplicate registration certificate. The process of duplicate registration certificate in Nagaland, requires the owner of the vehicle to give an application to the RTO along with the relevant documents.
  • Transfer of ownership in Nagaland can be done in person and the application can be downloaded from Parivaahan website or can be obtained from the appropriate Nagaland RTO office. Relevant documents have to be submitted along with the application form.
