The Arunachal Pradesh Transport Department is governed by the provisions of Section 213 of the Motor Vehicles Act 1988 in the state of Arunachal Pradesh (AR). The main objective of Arunachal Pradesh RTO is to promote road safety, provide relief to the victims of road accidents, and control pollution emanating from vehicles. AR RTO administers the road safety regulations through Central Motor Vehicles (Amendment) Rules, 2007 and Department of Transport (Motor Vehicles Maintenance Department) – Service Rules.

The Head of the Arunachal Pradesh Transport Department is known as the Commissioner of Transport. The Transport Department enforces the provisions of the Motor Vehicles Act, 1988, in the state, through the various Regional Transport Offices (RTOs) in Arunachal Pradesh.

How to Get Vehicle Registration in Arunachal Pradesh?

Vehicle Registration Type in Arunachal Pradesh RTO

• Temporary: Under Sec.43 of the Central Motor Vehicles Act, Temporary registration is issued for a limited period of 30 days, as per the Central Motor Vehicle Rules, 1989. You may also apply for an extension of temporary registration within 30 days, specifying the period up to which the extension is required. Permanent registration is mandatory under Sec.39 of the Central Motor Vehicles Act.
• Permanent: For permanent registration, you need to complete the application process within seven days from the date of delivery of your vehicle, and the same Form 20 can be used for the procedure.

Ownership Transfer in Arunachal Pradesh RTO

Under AR RTO, you may apply for ownership transfer under three scenarios. 

1. In case of death, the successor can use the vehicle for three months as if the vehicle has already been transferred to the successor after informing the authorities. However, the successor must get the vehicle assigned in one’s own name within this three-month period.
2. In the case of a normal transfer, the transferer and the transferee have to inform the authorities about the transfer.
3. If the vehicle has been bought at an auction, the owner must inform the authorities within 30 days of taking possession.

Renewal of Registration in Arunachal Pradesh RTO

To renew your Certificate of Registration at Arunachal Pradesh RTO, the application shall be made in Form 25. The fee for registration renewal is to be paid to the Registration Authority at AR RTO, as per Central Motor Vehicle Rules 1989. You need to provide the following documents at the time of renewal:

• Registration certificate
• Pollution Under Control Certificate
• Valid tax token
• Insurance certificate

Duplicate R.C. in Arunachal Pradesh RTO

For issuance of a duplicate Certificate of Registration at Arunachal Pradesh RTO, the application shall be made in Form 26. The requisite fee shall be paid as per Central Motor Vehicle Rules, 1989, to the Registration Authority at AR RTO. You should have the following requirements:

• Police Certificate
• Pollution Under Control Certificate
• Valid Tax Token

• No objection certificate from financier
• Tax payment details of last four quarters
