An owner of the vehicle must have a valid insurance certificate to drive their vehicle on the road of Bihar. Without a valid certificate, he is liable to pay legal fees. Temporary Registration
Temporary registration of vehicles is important because this provides a time period in which the vehicle owner can apply for permanent registration. This time period is usually of a month in which the owner needs to apply for Permanent Registration to the respective RTO.
Permanent Registration
As per the Motor Vehicle Act of 1988, it is illegal for a vehicle to drive without a valid registration. To obtain a permanent registration, the owner can apply on Bihar RTO Online site or can visit the concerned RTO and can apply for RC with form 20, valid insurance certificate, temporary registration, etc.
Duplicate Registration
For every vehicle, it is compulsory to keep their RC but sometimes due to unknown reasons it is lost or destroyed and in such cases, one can apply for a duplicate RC at RTO. The process starts with launching a missing complaint at a nearby police station. Then the owner needs to apply for duplicate RC with form no. 26, police report, valid insurance certificate etc.
Ownership Transfer
While selling a vehicle, it is required to transfer the ownership of the vehicle for which one needs to apply for ownership transfer to the respective RTO office with documents including form 29, form 30, NOC, registration certificate, etc.
Renewal of Registration
After a period of 15 years, it is compulsory to get your registration certificate renewed. This can be done at the nearest RTO. For this, you need to apply for renewal with form 25 and other relevant documents. After which an inspection process is completed and renewal can be initiated.
Ownership Transfer to Another State
If a second-hand sale of a vehicle is to be done to someone in another state, it is necessary for the owner to file a NOC in Bihar. After obtaining a NOC, it is possible to apply for transfer in the respective state with documents such as Form 28, original registration certificate, insurance certificate, etc. One can also complete this process online by knowing the Bihar RTO Code of the respective RTO.
Transfer of RC in Case of Death
If the legal heir wishes to sell the vehicle after the demise of the owner of the vehicle, he needs to transfer the ownership in his name. For this, he needs to inform the RTO office, and then he needs to apply for ownership transfer with documents such as succession certificate, death certificate, original registration certificate, etc.
As per the guidelines from the Bihar transportation department, just like elsewhere in the country, it is compulsory for all the vehicles of Bihar to have third-party insurance.
