Delhi RTO

The Delhi Transport Department is governed by the provisions of Section 213 of the Motor Vehicles Act 1988 in the state of Delhi and is directed by the transport commissioner. The main objective of Delhi RTO Office is to promote road safety, provide relief to the victims of road accidents, and control pollution emanating from vehicles. It governs the road safety laws through Central Motor Vehicles (Amendment) Rules, 2007 and Department of Transport (Motor Vehicles Maintenance Department) – Service Rules.

Functions of Delhi Transport Department 

The different functions performed by the Delhi Transport Department are:

• Driving Licence: Conducting driving tests and issuance of other licences such as permanent, learner's, renewal, duplicate, international driving permit, etc.
• Registration of Motor Vehicle: The department provides registration certificates for permanent and temporary registrations, renewal of RC, dealer point registration, changes in address of registration certificate of the vehicles, transfer of vehicle ownership, etc.
• Fitness/NOC: On submission of requisite documents, the department carries out tasks such as the issue of fitness certificates and renewal of the same.
• Online Permits: The department also issues online permits for various commercial vehicles.
• Other Services: The department also fulfils its other duties such as controlling vehicle pollution, enforcing safety measures and issuing conductor licences.

How does RTO Impact your Vehicle Insurance Premium in Delhi?

How to Get Vehicle Registration in Delhi?

Under Delhi RTO, the zonal code of the Transport Department is mentioned on the RC from where you may locate the address of the registering authority of your applicable region. Upon submitting all the documents and payment of applicable fees, a registration certificate will be provided.

Vehicle Registration Type in Delhi RTO

The two main types of vehicle registration available in Delhi RTO are:

• Temporary
• Permanent

Under Sec 43 of the Central Motor Vehicles Act, Temporary registration is issued for a limited period of 30 days. You may also apply for an extension of temporary registration within 30 days, specifying the period up to which the extension is required. Permanent registration is mandatory under Sec.39 of the Central Motor Vehicles Act.

Ownership Transfer in Delhi RTO

Under Delhi RTO, you may apply for ownership transfer under three scenarios.

• When the vehicle is registered with Delhi RTO, the application shall be made in Form 29, accompanied by Form 30 if the vehicle is hypothecated. The fee for registration renewal of INR 600 is to be paid to the Registration Authority at Delhi RTO, as per Central Motor Vehicle Rules 1989. 
• When the vehicle is registered in an outside state, the application shall be made in Form 20, accompanied by fee payment receipt, application for new registration mark in Form 27, a notice of transfer of ownership in Form 29, No objection certificate in Form 28, intimation of address change in Form 30. 
• In case of death, the successor can use the vehicle for three months as if the vehicle has already been transferred to the successor after informing the authorities. 

Renewal of Registration in Delhi RTO

For renewal of the Certificate of Registration at Delhi RTO, the application shall be made in Form 25, accompanied by a fee payment receipt. You should have the following documents:

• Registration certificate
• Pollution Under Control Certificate
• Charge Receipt
• Insurance certificate

Duplicate R.C. in Delhi RTO

In the event your RC is stolen or disfigured, you may apply for a duplicate RC in Delhi RTO. An application shall be made in Form 26, accompanied by a fee payment receipt. You should have the following documents:

• Original FIR
• Pollution Under Control certificate
• Valid tax token
• Insurance policy (self-attested copy)
• Address proof (self-attested copy)
• PAN card (self-attested copy)
• Challan clearance copy
• Tax clearance
