The Delhi Transport Department is governed by the provisions of Section 213 of the Motor Vehicles Act 1988 in the state of Delhi and is directed by the transport commissioner. The main objective of Delhi RTO Office is to promote road safety, provide relief to the victims of road accidents, and control pollution emanating from vehicles. It governs the road safety laws through Central Motor Vehicles (Amendment) Rules, 2007 and Department of Transport (Motor Vehicles Maintenance Department) – Service Rules.

Based on the risks attached to your vehicle type, locations across the country are divided into 'Insurance Zones.' This is done for the purpose of determining which city would be charged a higher premium and which low. Cities that have high traffic risks are levied high rates of premium as compared to cities with low traffic risks. Delhi RTO has put Delhi under the 'A' category for high traffic risks; therefore, you will have to pay high premium rates in the city.

Under Sec 43 of the Central Motor Vehicles Act, Temporary registration is issued for a limited period of 30 days. You may also apply for an extension of temporary registration within 30 days, specifying the period up to which the extension is required. Permanent registration is mandatory under Sec.39 of the Central Motor Vehicles Act.
