Himachal Pradesh Regional Transport Office transport department looks after the transportation system of the state. It functions under section 213 of the Motor Vehicle Act of 1988. About 1.6 million vehicles were registered in Himachal Pradesh in the year 2019.

As per The Motor Vehicle Act of 1988, it is compulsory for every vehicle to have insurance. The state has steep mountain roads and curved peak passes and thus observes accidents and road incidents. It is thus essential for both two-wheelers and four-wheelers to be insured. Registration is compulsory for every vehicle to freely ride on the roads of Himachal Pradesh. One can get registration done online at the Himachal Pradesh RTO Website or offline at RTO. Some of the details of vehicle registration are as below:
Temporary Registration
Temporary registration is a compulsory document that must be present with the owner of the vehicle until permanent registration is obtained. This is often provided by the car dealer. After receiving this registration, the owner must apply for permanent registration within a month in a nearby RTO.
Permanent Registration
It is compulsory to apply for permanent registration for any new vehicle at the registering authority. The owner of the vehicle must apply for registration to the Himachal Pradesh RTO Office in the district where the vehicle is normally kept. He can apply with Form 20 accompanied with documents such as a valid insurance certificate, temporary registration, etc.
Renewal of Registration
A registration certificate is only valid for 15 years after which the owner of the vehicle needs to renew his RC. One can apply for renewal of registration certificate at regional transport office with documents including form 25, original registration certificate, insurance certificate, etc. for renewal of registration, often a process of inspection is conducted by the authorized officer to inspect the vehicle is in good condition for RC renewal approval.
Duplicate Registration
One may feel a need for duplicate registration if the original RC has been lost or destroyed and in such cases, the owner must visit the nearby police station to report this loss. After this, he can apply for duplicate registration of the vehicle at the RTO office with documents such as form 26, insurance certificate, and copy of FIR, etc.
Transfer of RC in case of death
In case of the death of the owner of the vehicle, the legal successor can apply for ownership transfer at HP RTO. In such cases, he must inform the authority about the demise, after which he can apply for ownership with documents such as Form 31, death certificate, certificate of registration, insurance certificate, and succession proof.
Ownership Transfer
During the sale of the vehicle or at the public auction, the need for transfer of ownership may be required. One can visit the HP RTO Office for ownership transfer. For this, he needs to apply with Form 29 and 31 with other documents such as registration certificate, NOC, insurance certificate, etc.
Ownership transfer to another state
For selling a vehicle to someone in another state, the owner needs to apply for ownership transfer. For this, he needs to apply for a NOC with form 28 to the original state RTO. After obtaining a NOC, he can apply for ownership transfer by submitting the NOC to a new state. One can also apply for NOC by knowing the Himachal Pradesh RTO Code of the respective state online.
