The J&K Transport Department is an umbrella organization overseeing the functions of the J&K Motor Vehicles Department, J&K Motor Garages, and J&K Road Transport Corporation. Accordingly, the Jammu and Kashmir RTO Office is governed by the MV Act, 1988, providing critical services enshrined. In addition, the J&K RTO promotes the parent department's vision of enabling the people with an affordable, efficient, safe transport network connecting every area in harmony with its socio-economic objectives.

Driving Licence: Driving without a valid licence violates the MV Act and denies insurance coverage for damages caused by accidents. Thus, apply for a driving licence at the Jammu and Kashmir RTO Online in two phases – learner, followed by the permanent. In addition, you can renew the licence at the J&K RTO Office upon expiry.
Conductor Licence: In addition to an individual driving licence, you can apply for a conductor licence at the Jammu and Kashmir RTO.
Registration of Motor Vehicle: It is your first duty as a vehicle owner to register the motor vehicle at the RTO nearest to your residence. As per the MV Act, the vehicle's registration in your name establishes ownership.
Fitness/NOC: You need a fitness certificate from the J&K RTO for a non-transport vehicle when you apply for Registration Certificate renewal. On the other hand, a NOC is vital when ownership is transferred on resale.
Online Permits Application and Objection System for vehicles: In addition to the regular J&K RTO Office functionalities, you can seek permits from the Jammu and Kashmir RTO Online services. You can also register objections similarly using the same facility.
Note: JK-07 and JK-10 have been moved to LA-01 and LA-02. Hence, they are no longer operational.
There are different RTO codes for different States and Union Territories in India for easy identification of the RTO location based on the vehicle's number plate. The different RTO codes for States and Union Territories in India are as follows:
J&K’s 1.52 Cr population is predominantly rural, yet the union territory boasts approximately 2 Lac vehicles. Two-wheeler insurance is similar to car insurance, but you can buy it for longer tenures relieving you of the responsibility of annual renewal. Moreover, a comprehensive policy for two or three years is cost-effective as you are insulated from higher premiums even if there is any rise in the interim. The process of buying two-wheeler insurance in Jammu and Kashmir is similar to that of the car insurance one mentioned above.
The allotted Jammu and Kashmir RTO Codes are significant for the vehicle owner on multiple parameters. Among the several factors for determining the premium, like the engine capacity, fuel type, age, and add-on, your location is vital. The Jammu and Kashmir RTO Code comes into play as the peril on the roads is considered lower in the countryside than in cities, thus quoting a lower premium.
According to Section 39 of the MV Act, 1988, you cannot ride or drive any vehicle on public roads unless first registered at the district RTO.
Permanent
Validity for non-transport vehicles is 15 years and subsequently renewed every five years.
Validity for transport and passenger vehicles is the same as defined in the fitness certificate.
Temporary: Validity is one month.
Usually, the dealer facilitates the process when you buy a vehicle within seven days of the sale process.
Registering ownership transfer in the buyer’s favor is hassle-free at the government’s “Parivahan” portal. You are accordingly redirected to the Jammu and Kashmir RTO website, where you submit the following documents to apply.

The transfer fee is INR150 for two-wheelers and INR 300 for private four-wheelers.
The application for the fitness certificate of your vehicle at the J&K RTO is Form 38, which is approved if it is in good condition.
You must submit an affidavit along with the requisite documents if you do not register your vehicle within one month from temporary registration.
A learner’s licence is valid for six months, within which you must appear at the driving test for the driving licence.
