The RTO Uttarakhand was constituted in the year 1995 under the provisions of section 133A of the Motor Vehicles Act 1939 which was headed by the transport commissioner of UP as Uttarakhand was a part of UP back in the year 2000. As Uttarakhand came into existence, the transport department of the state headed by the transport commissioner also came into existence.
The other main component of this department is State Road Transport Corporation (SRTC) and is also known as the Transport Department of Uttarakhand. It started working on 31st October 2003 and provides services both for nationalized routes as well as inter-state routes.

The RTO Uttarakhand provides a form to the respective owner which he/she has to fill in order to get the permanent registration number.
For this process, a person has to fill Form 30 through which the transfer of ownership of a vehicle takes place. If the vehicle is bought with the help of finance then a NOC attached with Form 35 also needs to be submitted.
In case of a missing registration certificate, an FIR needs to be lodged in the nearest police station. After that, the copy of the FIR along with an application needs to be submitted to the RTO or Motor Vehicle Inspector for the issuing of duplicate registration.
When the RC is about to expire, to get it reissued the owner needs to submit some documents before 60 days from the expiry date. The documents are:
In the case of the death of the vehicle owner, the transfer of RC can take place. For this, the KYC documents of the nominee along with Forms 30 and 31 needs to be submitted. The ID, address proof and the death certificate of the previous owner also must be submitted. In case there is no nominee then the legal successor can claim the RC transfer by filling the form.
Form 29, along with the NOC and other required documents from the current state needs to be submitted to the Uttarakhand RTO in case there is a change of state registration number from any other state to Uttarakhand.
