The primary goal of the Mumbai Transport Department is to guarantee that the Motor Vehicles Act of 1988's laws and regulations are followed. The Department has many RTO Offices throughout Mumbai (Mumbai RTOs) to provide a variety of services, including car registration, driver's licence issuance, and road tax collecting, among others.

Responsibilities of RTO Offices in Mumbai

  • Driving Licence: Mumbai RTO issues different types of driving licences such as learner's, permanent, renewal, duplication, additions of class, and international driving permit.
  • Conductor Licence: Mumbai RTO provides licences for conductors of stage carriages granted through Form CL.
  • Registration of Motor Vehicle: Mumbai RTO issues documents and certificates like Trade Certificate, temporary or permanent registration, renewal, duplicate, HP Endorsement, and HP Termination.
  • Fitness/NOC: You will be issued a no-objection certificate by the Mumbai RTO if you submit the required documents with the application.
  • Online Permits Application and Objection System for vehicles: Mumbai RTO also issues permits like the temporary, pucca, renewal, duplicate, transfer, vehicle replacement, CNG, and LPG retro fitment.

How to Get Motor Insurance in Mumbai?

As per the law, the Mumbai Transport Department requires all cars to have proper insurance before being authorised to operate on the road. There are two types of motor insurance available- comprehensive and third-party.

How to Get Car Insurance in Mumbai?

To obtain car insurance, you can choose an insurer or an aggregator online or visit the Mumbai RTO in person. It will compare the number of insurance providers, insurance prices, and other factors. 

How to Get Two-Wheeler Insurance in Mumbai?

When looking for two-wheeler insurance, consider third-party coverage, personal accident coverage, no-claim bonus, policy terms, claim settlement percentage, and garage network. How does RTO Impact your Vehicle Insurance Premium in Mumbai?

Your vehicle insurance quote is influenced by the Mumbai RTO where you registered your car or two-wheeler. Automobiles registered in metropolitan regions must pay a higher premium because of the increased risk. Your vehicle insurance premium will be much lower if your vehicle is registered in a  Tier 2 or 3 city with a low population. Mumbai falls under the Tier 1 category; therefore, premiums would be high for vehicles registered in Mumbai.

How to Get Vehicle Registration in Mumbai?

The Motor Vehicles Act of 1988 makes vehicle registration mandatory, and refusal to do so might result in a fee or penalty. Driving an unregistered vehicle on Mumbai's roads is unlawful. According to the Mumbai Transport Department, all vehicles must possess RC, PUC, Insurance documents. 

Types of Vehicle Registration in Mumbai RTO

  • Temporary Vehicle Registration: The vehicle dealer will issue this when a new vehicle is acquired, and it is valid for one month.
  • Permanent Vehicle Registration: You must apply for permanent registration at the RTO once you have availed a temporary registration.

Transfer of Ownership in Mumbai RTO

If a vehicle is sold or its ownership is transferred to another person, the registering authority must be notified, and the changes should be noted in the vehicle RC as well. The process of transferring a vehicle within the jurisdiction of the same RTO must be completed within 14 days. The time limit for vehicle transfers in another RTO's jurisdiction is 30 days. The applicant can apply at Mumbai RTO online or offline. 

Renewal of Registration in Mumbai RTO

The renewal application must be submitted 60 days prior to the expiration date. According to the Central Motor Vehicle Rules of 1989, Rule 81, the registration renewal fees and Mumbai vehicle registration details must be submitted to the Registration Authority at Mumbai RTO. You would require the following documents:

  • Vehicle insurance
  • R.C. Book
  • Certificate of Pollution Control
  • Form 25

Duplicate R.C. in RTO

According to the Motor Vehicle Rules, 1989, an application for a duplicate Certificate of Registration at the Mumbai RTO must be made to the Registration Authority. Mumbai vehicle registration details and the fee will be paid in accordance with Central Bank Rule 81. You would require the following documents:

  • Form 26
